2025 survey highlights a sharp rise in the use of Python—a powerful programming language—along with younger consultants entering the market and shifting regional rates

IEEE-USA has released the results of its 2025 Consultants Fee Survey of engineering and technology consultants This annual survey provides critical data on compensation, in-demand skills, regional trends, and demographic shifts, helping consultants and organizations navigate the evolving demands of the consulting industry.

 

IEEE-USA has been surveying the compensation of IEEE’s U.S. members since 1972. The 2025 report profiles self-employed consultants—their education, experience, business practices, median earnings, and hourly fees—helping them set competitive hourly rates and understand the nuances of the market.

 

The report highlights several significant findings:

 

  • Surge in Software Expertise: Python consulting jumps nearly 18%
    Python—a versatile programming language used for data analysis, machine learning, web development, and automation—has become a critical skill for engineering consultants. Usage among consultants soared from 9.3% in 2024 to 26.8% in 2025, signaling a major shift toward software-driven solutions in the industry.
  • Broader Industry View: Inclusion of “partial consultants” for the first time
    This year’s survey expands its scope to include professionals who consult part-time, offering a more comprehensive picture of the consulting landscape.
  • Demographic Shift: Younger professionals entering the field
    The mean age of consultants dropped from 63.8 to 58, reflecting an influx of younger talent—often bringing digital skills that align with rising demand for Python and other tech expertise.
  • Regional Dynamics: Mountain region leads in median rates
    The Mountain region has overtaken the Pacific region as the highest-paying area for consultants, highlighting evolving economic and geographic trends.
  • Business Realities: Repeat clients remain vital
    Repeat business accounts for 61% of full fee-based consultants’ revenue, underscoring the importance of strong client relationships.
  • Rate Variation & Education Premium
    Nearly half of consultants (49.3%) maintain consistent rates, while 16.5% report variations of $150 or more. Consultants with Ph.D.s earn an average of $50 per hour more than those without, reinforcing the value of advanced education.

New E-Book Marks Fourth Book in IEEE-USA’s Famous Women in Engineering Series

It is no secret that women represent a far smaller percentage of the engineering workforce than their male counterparts. While some 35% of environmental engineers are women, they make up only 18% of chemical engineers, 10% of electrical engineers, and 9% of mechanical engineers.

According to DiscoverE’s 2023 Executive Summary, when high school students were asked how interested they were in pursuing a career in engineering, female students’ interest paled in comparison to male students’ interest. IEEE-USA is taking steps to bridge that divide by amplifying female engineers’ voices and telling stories highlighting women’s impact in the engineering profession. As female students gain more exposure to women in engineering roles, the chances increase that future generations will wholeheartedly embrace this field.

In the fourth book of the IEEE-USA’s award-winning “Famous Women Engineers in History” series, author Paul Lief Rosengren tells the story of Kate Gleason, who did not conform to the stereotypical image of women in the late 1800s and early 1900s. Gleason felt as comfortable in overalls as fancy dresses and hats; became the first woman enrolled in Cornell University’s Engineering program; was chosen as the first woman member of both the American Society of Mechanical Engineers and the American Concrete Institute; and made a name for herself in sales, business and engineering.

Friends with Susan B. Anthony, Henry Leland, Lillian Gilbreth (a successful engineer and businesswoman in her own right) and Henry Ford, Gleason made her mark on the world in countless ways. To name a few, after WWI, she used her wealth to help rebuild a French town and generously supported her hometown, Rochester, N.Y. Her significant gift to the Rochester Institute of Technology (RIT) led to the renaming of the engineering school in 1998 as “The Kate Gleason School of Engineering.” In 2003, RIT established “The Kate Gleason Endowed Chair“ given to a professor who, among other qualities, motivates women in engineering activities and builds “upon the tradition of Kate Gleason as a role model for women in engineering.” Gleason’s legacy embodies determination, hard work, and creativity, as praised by former RIT President Albert Simone.

The results of IEEE-USA’s latest Salary & Benefits Survey are in!

In 2019, the typical U.S. tech professional IEEE member earned $148,500 in 2019, excluding overtime, profit sharing, and side hustles. While that’s up 2.4 percent from $145,000 in 2018, real income was virtually unchanged. It’s also a smaller increase than the previous year.

Yet in spite of the salaries staying relatively flat, job satisfaction is way up. In fact, overall job satisfaction among respondents reached its highest level since IEEE-USA began tracking that metric.

IEEE-USA’s e-books and audio books help IEEE members in the U.S. advance their careers, work on their soft skills, learn about public policy, even provide a fun distraction – and now, for the first time, the whole collection is available to members for free on the IEEE-USA Online Shop.

“This is a difficult time for our members and our country as the world deals with this unprecedented public health situation,” said Jim Conrad, 2020 IEEE-USA President. “By providing all of our e-books for free to our members, we hope to make their time at home in isolation a little more productive.  Some of these e-books are also helpful for those members who are facing job security questions or recent unemployment.”

The Slate Twins: Caught in the Currents Vol. 1 is written and illustrated by Jeff Knurek, cartoonist of the syndicated Jumble puzzle, seen in newspapers around the world

WASHINGTON (4 March 2020) – Cartoonist Jeff Knurek steps into the world of engineering with a new, original comic book series – The Slate Twins: Caught in the Currents – launching today from IEEE-USA.

“A new duo of heroes is in town, ready to do battle with the forces of evil,” said Georgia Stelluto, Publications Manager at IEEE-USA. “The Slate Twins is our first digital and print comic book with electrical engineering superheroes, featuring technology both real and fantasy to help fuel imaginations and stimulate the minds of readers of any age.”

In crafting this ambitious first volume, IEEE-USA needed an author with serious comic chops, bringing in Michigan-born cartoonist Jeff Knurek. “I’ve always had a love of technology, and this origin story for The Slate Twins certainly leans on that,” said Knurek. “There are death rays, circuit boards, miniaturization, bionic prosthetics, time travel, a cool plot twist and more. What’s not to like?”

Since tragically losing their parents, twins Nick and Tess Slate have lived with their grandfather. Coming from a long line of inventors, Grandpa Dane pushes the curiosity of the young brother and sister. But they discover more than they could have imagined, and soon realize all is not what it seems.

WASHINGTON (5 November 2019) – IEEE-USA’s AI: A Global Survey, an overview of the current national AI strategies of 26 different countries, is now available. This new report, prepared by Raine Sagramsingh, will assist US policymakers and others in the space comprehend the global context of artificial intelligence by providing insight into how other countries approach AI and regulation of related technologies. It includes extant laws that address privacy, security and most importantly, ethics in general as these concerns relate to AI.

“AI can potentially affect all aspects of society in both positive and negative ways,” said Mina Hanna, Chair of the IEEE-USA Artificial Intelligence and Autonomous Systems Policy Committee. “Future laws and regulations on the implementation of AI will have a significant impact on the technology’s benefits or harms to our country, and public policies will play a role in encouraging innovation while mitigating possible negative effects.”

U.S. policymakers face the difficult challenge of reacting to the rapid development and deployment of these new technologies. AI is already deployed in many industries – from banking to agriculture to transportation – and the United States, like many governments, has yet to develop the legal or regulatory tools to control AI’s impact. Even more powerful technology is on the way, and it is critical to establish rules now that determine how, when, and if specific technologies can be used.

The United States cannot address AI without considering the global connectedness of companies and economies, both because foreign laws will affect Americans and because we can learn from the successes and failures of foreign governments. The situation demands that our approach to AI be coordinated with those of other nations.

“The United States should examine how other countries work to encourage, promote, integrate, and control emerging AI technologies,” said Sagramsingh. “Addressing the unique public policy challenges of AI will require innovative solutions, and working with other governments will help us get there.

WASHINGTON (12 December 2018) – “Public speaking is a leadership skill,” says veteran engineer, author and educator Harry T. Roman. In his new E-Book, Roman shares some advice on developing and using the soft skill of public speaking to ensure greater success in your career. WASHINGTON (1 September 2017) – “A hallmark of a good manager is taking pride in the accomplishments of others,” writes Sherry Gillespie.

In IEEE-USA’s September free e-book for members, IEEE-USA Women in Engineering, Book 3: Passions Can Sustain You–A Personal Career History, author Gillespie shares her personal story about her life’s work in science and technology.

Gillespie is a technology management consultant in Washington, D.C. A past IEEE-USA Congressional Fellow, she provides readers with a look at her career journey:  stints as a high school physics teacher; extraordinary opportunities to lead cross-organizational, as well as international, technology programs; and five years serving on a major industry consortium’s Board of Directors. An active IEEE-USA volunteer, in this e-book, Gillespie also shares her career challenges, and the lessons she learned along the way.

The author decided to pursue a physics career while in high school. Due to her academic achievements, she received a full scholarship to Vassar College, and the liberal arts environment suited her well. However, Gillespie notes that when she got to graduate school, the curriculum was much harder, and persistence was crucial.  Nevertheless, she found an inner drive to keep pushing forward. “Such is the nature of passion for science and technology,” she writes.

In one chapter, Gillespie describes an early encounter with IBM (during her undergraduate studies at Vassar) as less than positive… On a class field trip to the IBM plant in Poughkeepsie, she witnessed endless rows of women employees stringing ferrite cores for computer memory, “in what looked like the world’s largest sewing bee!” However, by the time she arrived at IBM in Vermont for work some years later–things had changed significantly, and IBM had its semiconductor memory well established.

Gillespie worked at IBM in engineering reliability; explored the physics of semiconductor devices; evaluated electron beam lithography; and finally, she entered management. Not to mention receiving IBM’s Technology Innovator Award, and picking up a patent in Electron Beam Lithography.

According to Gillespie: “Science and technology are not gender specific. Passions can sustain you.”

WASHINGTON (1 August 2017) – What could be better than reading one of Donald Christiansen’s Backscatter columns in IEEE-USA InSight?

Why, reading 16 of these thought provoking and well-researched essays, by the respected former editor and publisher of IEEE Spectrum—all in one handy place, of course!

As with his four previous anthologies, the author organized the columns in Best of Backscatter–Book 5, around particular topics.  He selected the articles in this fifth volume (as with the other four), from columns previously appearing in IEEE-USA InSight and Today’s Engineer Online. For this book, Christiansen chose columns relating to design issues, engineering writing and communicating, historical recollections, and the engineering gender gap.

He approaches each column with the same thoughtful and pragmatic style that has made Backscatter so popular over the years. Christiansen was a practicing engineer before he moved on to IEEE Spectrum, and he applies the best of the engineering mindset–analytical, logical and detail-oriented–to his writing.

In one column, “Quack, Quack?” Christiansen looks at the good and bad consequences of engineering development—noting both the advantages and consequences of using simulation as a tool for design and teaching. In another column, “Don’t Blame Us,” he waxes philosophic–that when good technology “goes bad,” people usually expect engineers to take the blame. Christiansen took the tongue-in-cheek approach, though; and he admits he tried to muster enough evidence in the column, to shift the blame to technology itself.

An IEEE Fellow, Christiansen has been contributing Backscatter to IEEE-USA publications for some years.  Each of his periodic anthologies is always a good reason for engineers–and anyone else interested in technology–to be pleased. In Book 5, the latest compilation of Christiansen’s online essays, his fans have ample cause to celebrate.
